  • NRMCA Names New Senior VP of Government Affairs

    Tom Carter brings legislative and sustainability experience to the association

    The National Ready Mixed Concrete Association (NRMCA) has named Tom Carter senior vice president of government affairs. Carter comes to NRMCA with extensive trade association and construction industry experience, most recently as managing director for retail sustainability for the American Chemistry Council, where he encouraged major retail chains to utilize comprehensive, science-based approaches in the development of their sustainability programs.

    Carter also had an 11-year tenure at the Portland Cement Association, where he was staff vice president of environment, health and safety. He holds both a bachelor’s of science degree in business administration and a law degree from the University of North Carolina.

    Carter will head a department that also includes Director of Government Affairs Kevin Walgenbach and Director of Government Affairs and Political Action Committee Activities Kerri Leininger. NRMCA’s government affairs staff works toward increasing the association’s presence on Capitol Hill and more forcefully advocating the industry’s positions to federal lawmakers.

    “We are very pleased that Tom has joined the NRMCA team,” said NRMCA President Robert Garbini. “His legislative and sustainability experience fits extremely well with our members’ priorities and, along with Kevin and Kerri, I believe we’ve assembled a department than can achieve our advocacy goals.”
